Neo began in 2014 as Antshares, a technically capable blockchain project with a vision for a “smart economy.” However, it initially struggled with global adoption due to limited Western visibility, tooling gaps, security concerns, and a lack of consistent narrative in English-language markets. In 2017, Antshares rebranded to Neo, embracing its global identity as a robust smart contract platform that can compete amongst industry leaders.
COZ (City of Zion) partnered with Neo during and after its rebrand to build the key technical and communication infrastructure that enabled it to expand beyond regional markets and mature into a globally recognized ecosystem, a transformation that propelled Neo into the top tier of global blockchain projects during the 2017-2018 cycle.
Neo’s core capabilities( smart contracts, digital identity primitives, multi-language support, and delegated Byzantine Fault Tolerance (dBFT) consensus ) were technically compelling. However, without a strong Western gateway for developers and users, the chain risked remaining regionally insular.

Developer Infrastructure: Making Neo Easy to Build On
COZ built and mantained foundational, open tooling that reduced barriers to entry:
Neon Wallet
A flagship open-source wallet that became a trusted interface for millions of users interacting with NEO, GAS, and ecosystem assets. Its cross-platform support and hardware integration made it a usable gateway for builders and end users alike.

SDKs & Libraries
Including JavaScript, Python, Go, and other language bindings that helped developers prototype quickly and integrate Neo into applications.
Documentation & Onboarding Resources
Structured, English-first walkthroughs and standards that helped bridge the understanding gap for Western builders.

These tools turned observer curiosity into working prototypes and production-ready apps. By providing the UX and developer surfaces Western audiences expected, Neo’s ecosystem became buildable, not just imaginable.
Open-Source Accountability: Proof of Working
COZ introduced Proof of Working — a recurring publication and visibility framework that summarized ecosystem progress, open-source deliverables, and momentum across core projects. It also produced a developer incubator to onboard, train, and retain an army of ecosystem familiar product developers for interested projects to source from.
Rather than conceptual roadmap promises, Proof of Working created a transparent signal of execution:
Elevated visibility for contributors
Contributors to our fluid grant program were publicly recognized by a panel of industry leaders in addition of OSS transparency. The recognition worked as funnel for accelerated placement into ecosystem and broader industry roles.
Increased partner confidence
Open source is harder, but proven to be more robust than close source solutions, resulting in code confidence through absolute transparency.
Clear narrative threads for media and community
The weekly Proof of Working report summarized development initiatives for the community. High-frequency updates ensured lock-step coordination with other ecosystem initiatives and ensured that the community was always familiar with the direction of the community.

Hackathons & Developer Activation


COZ deployed and hosted multiple global hackathons and developer competitions. These events functioned as developer acquisition funnels, converting interest into action. Hackathons brought new community developers into the ecosystem while also nucleating and opportunity for the Proof of Working contributors to gain project exposure.

Durable Ecosystem Growth

COZ’s contributions weren’t short-lived. The infrastructure and programs COZ built continued to support Neo through multiple protocol upgrades and developer eras and helped shape the ecosystem’s developer pipeline. At the time of writing, 2 of Neo’s 7 validators, 6 of its 21 council members, and 3 of 7 core developers either entered the ecosystem through, or were directly sponsored by COZ initiatives at some point in time prior to entering current roles.
Global Developer Participation
By opening accessible tooling, translation layers, and accountability narratives, Neo attracted builders from diverse geographies. This helped reduce the project’s dependency on any single regional cohort.
